      Description

      If you disable the automatic key generation during setup as indicated by another story/ticket, the Enforcer will not be able to generate a key by itself when it needs it for the zone. It enters an eternal loop somehow.

      The Enforcer should be able to generate a key when it needs one, even though you have no pregenerated keys.
