Document Generating keys on setup

      Description

      The setup command generates keys upon setup. I was wondering if that is a behavior that we want? Shouldn't that be an explicit command from the user?

      My suggestion is to remove that line:
      perform_hsmkey_gen(sockfd, engine->config, 0 /* automatic */,
      engine->config->automatic_keygen_duration);
