At startup Signer thinks zones have expired

      Description

      When signer is restarted it refuses to serve a zone until it has been resigned:

      ods-signerd: [engine] signer started (version 1.4.2), pid 1297
      ods-signerd: [axfr] zone example.com expired, not serving soa

      I was trying to perform a zone transfer from the signer, but it would not let me do this until it had signed the zone again. We have the Serial set to counter:

      /etc/opendnssec/kasp.xml: <Serial>counter</Serial>
