DelegationSignerSubmitCommand should be per domain or per policy

In environments where multiple registrars are in play, DelegationSignerSubmitCommand it should be possible to limit the scope of the command to a subset of domains, and to allow for DelegationSignerSubmitCommand to be configured either per domain or through some aggregation of domains, as each registrar has its own interface, and many have no interface at all.
