ods-kaspcheck does not detect syntax-errors in zonelist.xml (granted, the name suggests that only the kasp file is checked).
If a syntaxerror is encountered while loading a new configuration the enforcer just stops processing the file and forgets about the remaining zones.
The attached zonelist.xml contains three zones. The second zone contains a mistake: the first character of line 31 was deleted (the '<' symbol). The first two zones are correctly loaded but the third will be ignored.
