'on hold, notify drudgers again' msg spamming syslog

The log mesage from the summery is triggered about 40,000/s. This means syslog cannot keep up the with logging, and worse it fills /var in no time.

I see the verbosity (-vvv) is hardcoded in ODS. It would be nice to have a /etc/default/opendnssec file where one can specify this instead of going to the source.
