Signer does not transfer/update zone

      Description

      Affected: OpenDNSSEC 1.4.8.2 (not available as version)

      Adapter: AXFR in/out of OpenDNSSEC

      Changing the source zone the signer does not pick up the changes even though it receives a notify as normal. Note that bind is sending notify for serial 113 but OpenDNSSEC is talking about having serial 112 on disk:

      In this case two manual DNSKEY(s) were added to the zone, no other changes were done. There were other problems with the manual DNSKEY(s) as reported in SUPPORT-176
