Do not allow RSA < 1024 bits

Currently we just give a warning message if the RSA key length is less than 1024. Botan 1.11 does not generate such keys anymore.

Suggest that we upgrade this to an error message and return an error before we try to generate the key. Both for Botan and OpenSSL.
