enforcer policy resalt command without arguments disfunctional

Our policy resalt command will scheduled the resalt task for now. When that executes it effectively only reschedules the task for the proper time. (on which it was scheduled at the first place!)

Proposal:

• deprecate policy resalt w/o arguments
• require --policy or --all. But have those actually resalt immediately.
