race condition in stopping signer daemon immediately after starting

Trying to stop a starting signer daemon, by sending a HUP signal while it is still starting, has a race condition.

The drugers may still be running, but not yet actively working OR busy waiting, but inspecting what to do.  This may also be the case afterwards
