enforcer command repository list should list in memory repository list

The command "ods-enforcer repository list" reads the repositories (HSM) from the configuration file. Pretty useless to contact the daemon to do this, you can read this from the configuration file. It is more interesting what the daemon itself returns its in-memory list.
