HSM Capacity doesn't exist.

We have some test in daily that test the proper handling of the <capacity> directive.
(general.repository.capacity_of_*). Which are succeeding because of errors in those tests. They never worked for 2.0. We also document this directive on the wiki. There is however absolutely no code to parse this! nor is there any code to handle limits.

Easiest route is to correct documentation. But the functionality might be useful for limited HSMs.
