Entirely diverged source worker source code.

The worker source code in enforcer/src/daemon/worker.[ch] and signer/src/daemon/worker.[ch] has almost completely diverged, with duplicated symbols worker_create(), worker_start(), and worker_cleanup().
At the very least this blocks the restructuring of the scheduler code, but it is also very confusing.
