Diverged and duplicated source code for signal handling.

The source code signer/src/daemon/signal.[ch] and enforcer/src/daemon/signal.[ch] contain duplicated but diverged code. It is probably necessary to look into the need for the divergence. Now contains duplications for: signal_set_engine(), signal_handler().
Only a single module namespace should be necessary for signal_.
