no error given when ods-enforcer key ds-seen is given wrong arguments

The ds-seen command expects either no arguments, or both -k and -z options. But if you pass missing arguments, or other, no message is given.
E.g.

ods-enforcer key ds-seen f1c200ad566610c71e60edb4abf25900

Exists successfully.
