ods-enforcer import kasp and ods-enforcer update kasp not identical

That ods-enfocer update kasp and import kasp are suppost to work equivantly. However update kasp will not do certain actions, amongst which initialize the salt. I.e. when using NSEC3, the salt value will remain empty in the zonelist.
