CLONE - "ods-ksmutil zone add" when zonelist.xml.backup can't be written zone is still added to database

If, for some reason, the zonelist.xml.backup file can't be created or written to during a "ods-ksmutil zone add" the zone is still added into the database.

This issue could be solved in two ways:

1)
Do correct checking at start, if we are suppose to update zonelist.xml, check that we can before we add anything to the database.

2)
Make a very clear error (it wasnt now) that writing to zonelist.xml/zonelist.xml.backup failed and that the zone is still added to the database and the user needs to fix the permissions or whatever and then export the new zonelist.
