ods-enforcer zone modify command may be required to support 10,000+ zones

Presently the only way to update the attributes of a zone (file location, signconf location, adaptor) are to do a re-import of the zonelist.xml

Since in 2.0 the principle is that the zonelist.xml file is optional and the database leads, we should implement a command line tool that will allow editing of zone attributes.
