Signer should cope more gracefully with the case where a zone is in the zone file but the signconf is not available yet

As discussed at the developers workshop, this case can occur after a zone has been added while the enforcer is waiting to process the zone for the first time. At the moment the signer reports a critical error in this case. This should be downgraded to a warning, or similar.
