'ods-ksmutil key generate' creates too many keys in some cases

In 1.4 the logic changed to pre-calculate the number of keys and prompt the user before continuing. The logic to adjust for the number of keys already on the queue is wrong in the case that the queue contains fewer keys than the number of KSKs that will be required. This results in the command generating too many keys in total.
