Documentation updates for 2.0

-1) New dependancy on protobuf: Need to update the wiki page on dependancies and the README file. - dependency is no more
2) Also update the documentation for first time start up. Must run ods-enforcer start then ods-enforcer setup to create the database. covered in quickstart guide
3) Need to update ods-control usage as it still shows ksm as an option was already removed
4) Need to cross check the ods-enforcer usage with the wiki page
5) Man page for ods-enforcer needs completing
6) Describe the change in the relationship between the database and the xml as implemented under OPENDNSSEC-197
7) key list output is different
8) zone list output is different but better
9) need to add "Stopping enforcer..." message for ods-enforcer stop
10) reformat ods-enforcer usage to match ods-ksmutil layout as easier to read
11) partial helps do not work in ods-enforcer usage
12) review all man pages to make sure ods-ksmutil is removed
13) Move content of README.enforcers-testers file to wiki and point to wiki from the NEWS file.
14) Migrate the contents of the README file in the enforcer directory to the top level README
