ods-control return code wrong if enforcer does not start but signer does

When using ods-control start it first starts enforcer then signer and ignores RETVAL, this will give ods-control a false return code if enforcer fails to start but signer is successful.

You could also argue that starting signer if enforcers fails to start might not be good.
