Not setting the retire time

You have the option to set the retire time for an active key if you import it. But ods-ksmutil does not set this in the database.

It reads the time at line 3029 in ksmutil.c in OpenDNSSEC 1.3 branch. But the form_opt_time is never used later in the code.
