Enforce Tasks are sometimes not rescheduled.

When a key is marked manual, it will be not be rescheduled in the enforcers task queue when no more work is to be done. (good).

After userinput (e.g. ds-seen) the task is not rescheduled. (bad).

Also after running "update kasp", all zones with changed policies should be rescheduled for ASAP.
