Remove dependency on Ruby from OpenDNSSEC

When the auditor is deprecated from OpenDNSSEC, then Ruby can be removed from the configuration. This will also require rewriting ods-kaspcheck in another language, probably C. It will also require removing the Cucumber tests for the old enforcer, and removing them from the automatic build and test system (if still enabled). The ods-kaspcheck specification is on the wiki.
