Changes to the zonelist will not be noted

If the zonelist is empty when the signer engine starts but a zone is added to the list afterwards, than it will not accept any 'signer_engine_cli update test.org'. Since it has not read the content of zonelist recently. If a unknown zone is recieved, then read the content of zonelist again?
