publish -> ready calculation is wrong

There is a flaw in the implementation of the timing code (it follows an earlier version of the draft and at one point does not add on the safety margin).

It is only really noticeable when standby keys is set to 0, and a workable fix is to incorporate the safety margin into the propagation delay.
