Zonelist.xml should only contain *valid* zones

When you add a zone using ods-ksmutil zone add, but get it wrong (e.g. a non-existent policy), the zone will be added to zonelist.xml anyway. So, you can end up with a few bad, and one good elements all with the same zone name. This confuses the auditor, which uses zonelist.xml to find the files for the zone to be audited.
Can we please fix ods-ksmutil such that only valid zones are in zonelist.xml? Or else come up with some other scheme to allow the auditor correctly to identify the zone to be audited?
