Create RNG validator executable for use by kasp_check

The kasp_check should check the XML against the RNG definition. There are no Ruby libraries to do this, so it would be great if an executable was provided for the auditor to call (simply to validate the XML). It would be easiest to provide this from the enforcer, which already holds the necessary code and is already hooked into the build system.
