      Description

      RequireBackup is enabled. Keys are 2048. And we have one emergency key for KSK and ZSK.

      Start keygend. Then "ksmutil backup done". Start communicated. Let the system run and do automatic key rollover. After some loops you will you run "ksmutil backup done". Now you have two retired keys in the zone and two active. But no republished keys.

      There are two keys in generate state, but they were never promoted to published.
