Duplicate module name "zone".

Both enforcer/src/db/zone.[ch] and signer/src/signer/zone.[ch] use the module name zone_, which would also cause a clash in the symbol name zone_create() upon linking enforcer and signer into a single executable at the moment. Although this is not needed, it does improve code clarity to avoid re-using module names this way.
